Cuestiones políticas que afectan al Comercio de Mineral de Níquel
La mayor parte de la mercancía se carga en la región sur de Filipinas en Mindanao. Las zonas de carga son de empresas privadas. Actualmente los cargadores/minas no están permitiendo el acceso a sus instalaciones.
Es difícil para los expertos extranjeros viajar en la actualidad a la zona ya que la mayoría de las Embajadas han impuesto estrictas advertencias de viaje a la región. Existen numerosos grupos terroristas y se están produciendo bombardeos y secuestros. Por desgracia un Director Canadiense de una mina fue decapitado. El Ministerio de Asuntos Exteriores y de la Commonwealth (Foreign and Commonwealth Office – FCO) desaconseja viajar a la zona sureste de Mindanao y al archipiélago de Sulú debido a las constantes actividades terroristas así como los enfrentamientos entre los grupos militares e insurgentes. El FCO recomienda que sólo se viaje en caso de ser necesario al resto de Mindanao por las mismas razones.
El 2 de septiembre de 2016 se produjo un atentado con una bomba en un mercado de la ciudad de Davao, Mindanao, provocando la muerte de más de una docena de personas. El FCO ya ha advertido que sólo se viaje a la parte sureste de Mindanao en caso de ser necesario, incluyendo la Ciudad de Davao, y que no se viaje al resto de Mindanao.
El gobierno de Filipinas ha declarado un “estado de emergencia nacional debido a la violencia anárquica en Mindanao”. Se espera se intensifiquen las medidas de seguridad incluidos los aeropuertos y otros importantes centros de transporte. Se debe cooperar con las autoridades filipinas y disponer de más tiempo para pasar el control de seguridad.
Hay otras cuestiones importantes relacionadas con el hecho de que el Gobierno de Filipinas esté suspendiendo las licencias de importación para las minas debido a temas medioambientales. El gobierno publicó recientemente la siguiente declaración:
“Hemos tenido la minería en este país durante más de cien años y hasta ahora no tenemos ni siquiera una mina rehabilitada. Sólo enormes agujeros, ríos destruidos y niños con enfermedades cerebrales”.

[:en]Further to our Bulletin 1113 we have received an update on the present political situation in the area.
Political issues involving the Nickel Ore Trade
The bulk of the cargo is loaded in the Southern region of the Philippines in Mindanao. The loading areas are private enterprises. Currently the shippers/mines are not allowing any access to their facilities.
It is difficult for foreign experts to currently travel to the area as most Embassies have strict travel warnings about going to the region. There are numerous terrorist groups and due to bombings and kidnappings one sadly resulting in a Canadian Manager of a mine being beheaded. Philippine military forces are at war with several fractions. You may refer to your own Embassy website the link to the UK FCO is:

The Foreign and Commonwealth Office (FCO) advise against all travel to south-west Mindanao and the Sulu archipelago because of on-going terrorist activity and clashes between the military and insurgent groups. The FCO advise against all but essential travel to the remainder of Mindanao for the same reasons.
A bomb attack on a market in Davao City, Mindanao, killed more than a dozen people on 2 September 2016. The FCO already advise against all but essential travel to eastern Mindanao, including Davao City, and against all travel to the rest of Mindanao.
The Philippines government has declared a “state of national emergency on account of lawless violence in Mindanao”. Expect heightened security measures including in airports and other major transport hubs. You should co-operate with the Philippine authorities and allow extra time to pass through security.
There are further significant issues, related to the fact that the Philippine Government is suspending export licences for the mines due to environmental issues. The government recently issued the following statement:
“We have had mining in this country for over a hundred years and until now we don’t even have one rehabilitated mine. Just gaping holes, destroyed rivers, children with brain disease”.
