Boletín 1087 – 03/16 – Comercio directo entre China y Taiwán – Asia

[:es]La Asociación ha recibido algunas preguntas solicitando una actualización sobre el comercio directo entre China y Taiwán. Después de consultar con el corresponsal del Club en Taiwán, Taiwan Transport Insurance Services Ltd. (TTIS), la Asociación ha proporcionado la siguiente información para facilitar las consultas de los Miembros, junto con una lista de puertos aprobados para el comercio directo entre los estrechos.

No obstante, si el buque de un Miembro piensa navegar directamente entre China y Taiwán, se recomienda firmemente se busque el consejo de un agente marítimo por adelantado.

Buques

Buques Extranjeros:

Deben solicitar la aprobación por adelantado.

1. Buques extranjeros operados por transportistas marítimos extranjeros;

2. Buques extranjeros operados por transportistas marítimos de la República China;

3. Buques extranjeros operados por transportistas marítimos de la Zona Continental.

Los buques extranjeros deben solicitar un permiso para navegar directamente entre los Centros de Transporte Marítimo en Alta Mar (Offshore Shipping Centers) designados y los puertos de la Zona Continental a través de su sucursal o el agente portuario. La solicitud, incluyendo los documentos requeridos, deberá ser presentada a la autoridad portuaria local.

Buques con titularidad/inscritos en China, Taiwán y Hong Kong

Deben solicitar la aprobación por adelantado.

1. Un buque con la capital en ambos lados de los Estrechos de Taiwán, y que esté inscrito en ambos lados;

2. Un buque con la capital en ambos lados de los Estrechos de Taiwán, y que esté inscrito en Hong Kong;

3. Buques extranjeros con la capital en ambos lados de los Estrechos de Taiwán operados por transportistas marítimos inscritos en ambos lados del Estrecho de Taiwán y que ya estén participando en el transporte a través del centro marítimo en alta mar o transporte marítimo de contenedores de tercera línea a través del estrecho, o transporte de arena y grava antes de la aplicación de estas normas.

Buques Extranjeros

Los buques extranjeros que transporten o transborden mercancías desde la Zona Continental a una tercera zona o viceversa pueden navegar directamente entre los Centros de Transporte Marítimo en Alta Mar designados y los puertos de la Zona Continental después de obtener la autorización de la autoridad portuaria local.

Los transportistas marítimos extranjeros con permiso para navegar directamente entre los Centros de Transporte Marítimo en Alta Mar y los puertos de la Zona Continental no pueden transportar ninguna mercancía desde el área de Taiwán que esté destinada para la Zona Continental, o viceversa.

[:en]The Association has received some queries asking for updated status of direct trade between China and Taiwan. After checking with the Club’s correspondent in Taiwan, Taiwan Transport Insurance Services Ltd. (TTIS), the Association has provided the below information, together with a list of ports approved between the straits for direct trade, for Members’ ease of reference.
Nevertheless, should Member’s vessel like to sail directly between China and Taiwan, it’s strongly suggested to seek shipping agent’s advice in advance.

Vessels
Foreign Vessels:
Must apply for approval in advance.
1. Foreign vessels operated by foreign shipping carriers;
2. Foreign vessels operated by shipping carriers of the Republic of China;
3. Foreign vessels operated by shipping carriers of the Mainland Area.
Foreign vessels must apply for permission to sail directly among the designated Offshore Shipping Centers and ports of the Mainland Area via its branch office or the port agent. The application including the relevant required documents shall be submitted to local port authority.
Vessels owned/registered in China, Taiwan & Hong Kong
Must apply for approval in advance.
1. A vessel with the capital of either side of the Taiwan Straits, and that is registered on both sides;
2. A vessel with the capital of either side of the Taiwan Straits, and that is registered in Hong Kong;
3. Foreign vessels with the capital of either side of the Taiwan Straits operated by vessel carriers registered in either side of the Taiwan Strait and are already engaging in offshore shipping center transport or cross-strait third-area container liner transport, or sand and gravel transport prior to the implementation of these regulations.

Foreign Vessels
Foreign vessels shipping or transshipping cargoes from the Mainland Area to a third area or vice versa may sail directly among the designated Offshore Shipping Centers and ports of the Mainland Area after seeking approval of the local port authority.
Foreign shipping carriers with permission to sail directly between the Offshore Shipping Centers and ports of the Mainland Area may not carry any cargo from the Taiwan Area that is destined for the Mainland Area, or vice versa.
